The Center for Global IT Cooperation will hold two sessions during the 2nd Global Digital Forum, which will convene in Moscow from October 8 to 10, 2026. A practical workshop on Digital Transformation at the Forefront of Global Healthcare System Development: from Treating Diseases to Preventing Them will focus on the use of modern technologies for shifting the healthcare system from a model focused primarily on treating diseases that have already developed to one centered on prevention and proactive health management throughout a person’s lifetime.
Experts from Southeast Asia, Russia and Africa will present effective technological solutions that are changing healthcare economics, including artificial intelligence, big data, telemedicine, wearable devices and personalized medicine platforms.
The session participants will talk about the use of digital tools for changing the treatment versus prevention cost ratio, which models have been proved effective, and the ethical and legal framework for the use of health data. Other key issues concern barriers that hinder internet access, personnel and regulation, as well as conditions under which the digital transformation of healthcare can become a hub for international cooperation rather than a source of new technological dependence.
The session on Digital Sovereignty in a Multipolar World: Tools for Assessing and Harmonizing Approaches to IT Cooperation will be structured as a practical workshop. The presentation of the State Digital Sovereignty Index will be followed by an expert workshop with potential co-sponsors and signatories.
The index is a universal and scientifically substantiated tool that covers 117 countries and reflects the capacity of their digital systems to remain operational under load. The assessment is based on 25 indicators grouped into five categories: infrastructure and connectivity, resource and technological base, personnel and competencies, in‑house digital products and services, and institutions and crisis management. The figures are used to assess national sovereignty based on economic capacity, the share of the external sector (dependence on foreign actors, their technologies, expertise and resources), and proven crisis resilience.
Existing international ratings cover the volume of investments and the number of patents and strategic planning documents. The State Digital Sovereignty Index also evaluates state resilience of critical infrastructure against restrictions on cloud services, licensing, supply chains, and payment systems. The index does not offer a single model of “correct” sovereignty, nor does it require autarky. It provides a common language that can be used to compare resilience architectures and coordinate cooperation without leaving one’s own development trajectory.
Both sessions of the Center for Global IT Cooperation are focused on the resilience of systems behind digital solutions and their ability to withstand real-world loads in clinical practice, payments, cloud infrastructure, and equipment supply.
The themes of these sessions logically complement each other. Advanced digital healthcare shows what happens to a person when data, algorithms and communication channels become part of critical national infrastructure. The State Digital Sovereignty Index shows what happens to a state when its infrastructure relies on external turnkey solutions, imported components, foreign expertise, and regulation. The session on healthcare is devoted to methods of disease prevention and health promotion, while the session on the State Digital Sovereignty Index is focused on the ability of states to ensure the sustainable operation of critical digital systems.
