On June 5 in Nizhny Novgorod, as part of the Global Digital Forum at CIPR-2025, the Association of Software Developers "Domestic Software" (ARPP "Otechestvenny Soft") and the Algerian Alliance of Digital Professionals signed a memorandum of cooperation.
The document was signed by Renat Lashin, Executive Director of ARPP "Domestic Software," and Abdeluahab Gaoa, President of the Algerian Alliance of Digital Professionals.
The parties agreed to facilitate the creation of joint ventures for the development of IT and cybersecurity products based on Russian technologies, with subsequent entry into the Algerian market and export to African countries.
The industry associations intend to promote the development of local production, jointly build a technological foundation to strengthen Algeria's digital sovereignty, and exchange expertise in IT legislation and standardization.
The agreement also includes plans for industry sessions and in-person meetings between Russian and Algerian IT companies.
"Sustainable cooperation is built not on one-time product deliveries but on the joint creation of value—through localization, knowledge sharing, and the integration of expertise and technologies. The signed memorandum opens opportunities for establishing joint ventures where Russian IT and cybersecurity competencies can be adapted and scaled. This is an example of mature, pragmatic partnership based on trust, long-term goals, and the understanding of digital sovereignty as a shared value," said Renat Lashin, Executive Director of ARPP "Domestic Software."
"Today, Russia and Algeria need each other more than ever for cooperation in the field of information technology and, most importantly, cybersecurity," said Abdelouahab Gaoua, President of the Algerian Alliance of Digital Professionals.
