A Global Step Toward a Safer Digital Childhood: International Memorandum on Child Online Protection Signed

Nizhny Novgorod, 6 June 2025 — The Global Digital Forum witnessed the signing of a Memorandum of Cooperation on Creating a Safe Digital Environment for Children. The document launches a broad international partnership aimed at safeguarding children’s rights and well-being amid rapid digital development.

The memorandum brought together representatives of 41 organisations from Africa, Asia and the Middle East, including leading tech companies, educational institutions, NGOs and specialised research centres.

The Russian side was represented by the Alliance for the Protection of Children in the Digital Environment, the organiser and coordinator of the initiative. Since 2021 the Alliance has promoted digital-safety principles and digital literacy among children and teenagers.

“The issue of children’s digital safety confronts every society, regardless of continent or level of development. We see how technology is reshaping childhood, and our task is to ensure these changes do not threaten children’s vulnerability but help to overcome it,”  — Elizaveta Belyakova, Chair of the Alliance.

The memorandum outlines strategic areas of cooperation to build a sustainable, inclusive and humane digital space. Signatories agreed to pool efforts for experience-sharing, joint research and practice, and the development of technologies and educational solutions that provide children not only with technical protection but also with emotional, behavioural and cognitive support in their online lives.

“At the global level, cooperation among governments, tech companies and NGOs is key to addressing new challenges such as AI-related risks and disinformation,”  — Mohammed Ihsan Amin Al-Naqib, founding member for Humanitarian Development and Human Rights at Karda, project leader at Akkad Cultural Exchange Organisation (Iraq).

Special attention in the document is given to advancing digital education, fostering responsible online behaviour and strengthening children’s psycho-emotional resilience. It also highlights the need for business engagement, joint regulatory initiatives and platforms for intercultural knowledge exchange on digital childhood.

The signing ceremony marked a pivotal stage in forming a global partnership that unites the professional community around a single goal: to make the digital environment safe, comprehensible and supportive for every child.
