The Ministry of Digital Development, Communications, and Mass Media of the Russian Federation is hosting a strategic session on global internet governance as part of the 2nd Global Digital Forum. In the context of an emerging multipolar world, the internet is becoming a key arena for interstate interaction, where countries are developing their own digital ecosystems to ensure digital sovereignty and infrastructure resilience. Existing multilateral platforms – the World Summit on the Information Society (WSIS) Forum and the UN Internet Governance Forum – play a critical role in developing common approaches to security, standardization, and cross-border cooperation.
Against the backdrop of tighter national regulation, the international community faces a fundamental question: Is it possible to preserve common rules for the global internet, or is the world moving toward fragmentation into competing blocs? To prevent the fragmentation of the digital space, a model is needed that combines national sovereignty with international cooperation. During the session, international and Russian experts will discuss how to establish common standards and mechanisms of interaction that take into account the interests of different centers of power and ensure global connectivity.
The goal of the session is to identify practical areas of common ground between states’ efforts to protect their digital perimeters and the need to maintain global connectivity.
